The United States Senate passed the 21st Century ROAD to Housing Act on an 89-10 vote — a comprehensive bipartisan bill designed to increase housing supply and make homes more affordable for everyday Americans.
The bill was co-sponsored by Republican Senator Tim Scott of South Carolina and Democratic Senator Elizabeth Warren of Massachusetts — and bans large institutional investors from purchasing single-family homes under a provision called “Homes are for People, Not Corporations.”
The bill does not require institutional investors to sell homes they already own. It also includes a ban on the Federal Reserve from issuing a central bank digital currency, which would sunset after 2030. However, the road ahead is uncertain — President Trump has said he will not sign any legislation until Congress first passes the SAVE America Act, a separate bill requiring voters to prove US citizenship before casting ballots. The bill now goes back to the House of Representatives for reconciliation and another vote before it can reach Trump’s desk.
